You've really captured a cold and windy night at the sea front here. Some human figures might add interest and tell a story but then the emptiness says lots as well!

Yes it does look cold. Including figures is a problem. They would certainly add interest and stop the desolate feel but it can be awkward to position them right. Asking them to remove their anoraks might produce a reaction too!
